Yesterday, for the first time, I came across the work of Keith Harmon Snow.  A brilliant war journalist who, because of what he has uncovered about the ways in which the Western transnational merchants of misery and death are laying claim to the continent of Africa, is being marginalized and suppressed out of existence in the MSM and, therefore, remains condemned to oblivion to the minds of deeply uninformed publics.

Keith, it seems to me, has a solid grasp of both the historical and the present contextual features, both large and small, of what is driving the present humanitarian catastrophes unfolding in the central regions of Africa.  Because of the sweep of his insights into the manifold causes of the violence and misery befalling Africans in their millions, his understanding of that calamity is not easily précised.  Nevertheless, I will attempt a summary, which is to say, try to state as briefly as I can my reading of Keith’s effort to reveal the multifaceted truth about the role of that aggression in the instauration of transnational corporate rule over Africa. (Hopefully, my interpretation of Keith’s narrative will not amount to too much of a travesty, but if it does, the fault is all mine.  If you are unfamiliar with Keith’s work, reading him and following up on his sources and references will most certainly be an education.)

Generally speaking, most people living in the West (more particularly, the populations of the U.S., the U.K., Canada, but including Israel) are not only uninformed, but deliberately misinformed about what is really going on in Africa.  Until reading Keith Harmon Snow on the matter of Rwanda, for example, though I was not completely unaware of the collusion between and machinations of Western military organizations and corporate capitalist involvement abroad, I was yet quite erroneously under the impression that a ‘genocide’ had occurred in Rwanda in the mid-1990s, that the ethnic Hutu of Rwanda had been responsible for the savage slaughter of roughly 1.2 million ethnic Tutsi.

The truth, it would appear, is something quite different, immensely more complicated and implicating Anglo-American foreign policy vis-à-vis Central Africa.

The simplified scenario of the officially accepted and popularized version of events in Rwanda is as follows: the ruling Hutu elites of Rwanda developed, as much as two years in advance of putting it into effect, a plan to cleanse the country of the ethnic Tutsi.[1]  By the time the RPF – (that is, the Rwandan Patriotic Front, a military organization of diaspora or exiled Tutsi who had fled or been driven out of the country on the heels of their overthrow by the Hutu, circa 1960)[2] – intervened under the then leadership of current President Paul Kagame (presumably morally impelled to intervene on behalf of the significant Tutsi population that had remained in Rwanda under Hutus rule), the ‘final solution’ that had been hatched by the Hutu leadership was well underway.

Without getting into too many overcomplicated details (details that must be taken into account and documented by primary researchers such as scholars or journalists like Keith Harmon Snow, and which are being adduced as the background to any of the general claims that I am here making), one needs to ask a couple of questions crucial to the notion that the Hutu put into motion a plan to exterminate Tutsi on a mass scale: a) is it true that roughly 1.2 million Tutsi were slaughtered? And b) how did it come to be that at the moment of the purported Hutu aggression, the exiled RPF were already a well-armed, well-trained and highly capable military organization that marched into Rwanda for the express purpose of putting an end to the 100 days of genocidal slaughter in 1994, a slaughter that the International Community itself ought to have intervened to halt, given what it full-well knew about the ongoing events at hand?

As to the hard evidence that may or may not support the claim that a million Tutsi were slaughtered in Rwanda, the following is especially noteworthy [3][4]: official Rwandan census data of the number of Tutsi who lived in the country in 1991 was approximately 600,000; the number of Rwandan Tutsi who survived the purported genocide has been estimated to be about 300,000.  If during the 100 days of Rwandan slaughter roughly one million Rwandans died, and roughly only 300,000 of those deaths could have been of Rwandan Tutsi, then clearly, more than half the number who were murdered were Hutu.  This does not prove that the intent to commit genocide was not on the minds of the ruling Hutu, but it does seriously undermine the endlessly repeated claim that a million or so Tutsi were butchered at the hands of the Hutu regime.  Furthermore, it also most emphatically casts serious doubt on the idea that a genocide was ever in the making, and that putting an end to that horror was the overriding concern of the RPF and the primary reason it mobilized into Rwanda, eventually, as a result and doubtlessly only incidentally, overthrowing the Hutu regime.

As for the high state of military readiness of the RPF at the precise moment that the Hutu were being accused of perpetrating genocide against their Rwandan Tutsi citizens, how did that highly intriguing ‘coincidence’ come about?  And who was it that provided the means of creating that particular military machine and to what purpose?

The intriguing ‘coincidence’ disappears, however, when we note that the incursion of the RPF into Rwanda does not begin in earnest at the moment that they become aware of the alleged Hutu plan for and commission of genocide, but that it is actually part of an ongoing and systematically expanding and intensifying attack that actually began in October of 1990, roughly four years before the 100 days of slaughter. [5] The intriguing nature of the ‘coincidence’ at hand also virtually vanishes when we learn that Paul Kagame, leader of the RPF invasion and current President of Rwanda, is a ‘graduate,’ so to speak, of Fort Leavenworth, Kansas, and longtime beneficiary of American covert military aid, as well as not so covert diplomatic cover. [6]  And indeed, Keith Harmon Snow, as well as many another dissident voice, documents the intimate relationship between the American military establishment and the leadership of the RPF, a tight connection otherwise well concealed from public scrutiny.[7][8] [9]

Thus, what appears to be the case, as claimed by Keith Harmon Snow and others [10], is that the 100 days of slaughter in Rwanda is the climactic culmination of a civil war wherein criminal acts of mass-retribution-killings are being committed by all sides, but with the majority of these crimes in fact being committed by the ultimately to be victorious RPF, whose utmost purpose all along had been the restoration of Tutsi iron fisted rule over Rwanda. [14] Furthermore, the mass slaughter of roughly one million Rwandans would not have been possible without the support – support admitted to by former Clinton-diplomat, Brian Atwood – of the Pentagon dating “…since before the 1990 invasion, when …[Kagame]… was the head of Military Intelligence for the Museveni government of Uganda.” [11] It would also appear to be very much the case, as Keith Harmon Snow also claims [15], that the RPF let loose by Kagame in the eastern region of the Democratic Republic of Congo is less about hunting down Hutu enemies than about, just as it was in Rwanda, seizing control of an abundance of natural, energy and mineral resources, all on behalf of transnational corporate capitalist cartels.

In the meantime, ‘we,’ the masses of the West, put upon and indoctrinated as we are by the most sophisticated systems of propaganda and disinformation ever devised by man, have been led to believe that what is happening in Africa is the result of deeply rooted, mindlessly primitive and antagonistic tribal cultures, and the only real hope for the future of Africa is that ‘we,’ the more highly civilized, resourceful and humane part of humanity, intervene on its behalf, that we fully assume the burden of saving Africa from itself.  As Keith Harmon Snow remarks in an interview and to paraphrase him [13], we are being inculcated, in spite of ourselves and to the absolute and horrific detriment of the peoples of Africa, once again with the ideology of the ‘white man’s burden,’ a mindset legitimizing brutal Western intervention in Africa and the institutionalization of a new kind of colonization.  It isn’t only the large resource extraction cartels that are the main beneficiaries of the new subjugation, but the enormously successful adjunct businesses of humanitarian aid that profit by exploiting, on the one hand, the misery of the forcefully immiserated populations of Africa and, on the other, the miseducated sympathies of the ideologically enslaved masses of the West.

The apology in 1998 by Bill Clinton on behalf of the “international community” for “not act[ing] quickly enough after the killing began”[21] was unconscionable hypocrisy.  Rather than failing at some non-existent humanitarian objective, the Clinton administration facilitated Kagame’s conquest of Rwanda in 1994, so Clinton shares Kagame’s criminality for the violence in Rwanda and for the violence that the RPF extended so ferociously into the DRC for so many years.
